Library Media Specialists Chapter By-Laws

Article I Name

The name of this unit will be the Detroit Federation of Teachers (DFT) Library Media Specialists.

Article II Purpose

Section 1     The primary purpose of this Chapter will be to serve as the representative body for all Library Media Specialists
                     DFT members by maintaining a relationship of mutual assistance between the Chapter and the Detroit                 t                    Federation of Teachers.

Section 2.    The Chapter shall further implement, and give effective, meaningful impetus to the primary purpose as follows:

                    A:  By placing special emphasis on the status and efforts of the Chapter membership.

                    B:  By bringing about a spirit of cooperation and understanding among the Chapter and the Detroit Federation
                         of Teachers, Local 231.

                    C:  By supporting the efforts of other Chapters within the Detroit Federation of Teachers with the same mutual
                          interests as the Chapter.

                    D:  By reporting recommendations and concerns to 1)the DFT President and 2) The Executive Board
                         

Article III Membership

The membership shall consist of all DFT members who teach or otherwise work in a Detroit Public School K-12

Article IV Officers and Chapter Board

Section 1.   The Chapter will have a Chapter Board consisting of three Co-Chairs and a Recording Secretary.  The Chapter
                     Board may meet outside the Chapter meetings if the Chapter Board members feel it is necessary.  DFT Executive
                     members who work in a library/media center shall serve as members of the Chapter Board.

Section .     Nominations for the Chapter Board will be opened at the May meeting each school year.  They shall be closed
                     at the end of that meeting.  Any member of the Chapter may be nominated, or may nominate himself/herself, for
                     any position.  Elections will be held at the start of the subsequent Chapter meeting.  The newly elected Chapter
                     Board will take office at the beginning of the new school year.  A list of the Chapter Board members shall be
                     presented to the President by the newly selected Chapter Chair.

Article V Duties of the Chapter Board

Section 1.   The chairperson will be responsible for chairing the Chapter meetings three months.  Each co-chair will be
                     responsible for chairing at least three meetings when the chair is absent.

Section 2.   The recording secretary will take the minutes of the Chapter meetings, and submit these minutes to the next
                     Chapter meeting for approval.  Copies of the Chapter minutes must be filed with the President.

Section 3.   The secretary will submit a report of each Chapter Board meeting to the subsequent Chapter meeting.

Section 4.   The Chapter Chair will present a proposed agenda to the Chapter membership at the start of each Chapter Mtg.

Article VI Chapter Meetings

Section 1.   The Chapter will meet at least once a month.

Section 2.   The date, time and place of the meeting shall be arranged by the Chapter Board after consulting with the DFT
                    office.  Meetings at the DFT office must be approved by the president at least 30 days before the anticipated mtg

Section 3.   Chapter meetings will be run in accordance with Robert's Rules of Order (newly revised edition).

Article VII Amendments

These by-laws may be amended at any meeting of the Chapter by a two-thirds vote of members present, provided that the
amendment has been submitted in writing by a member at the previous Chapter meeting and notification is sent to each Library Media Specialists Building Representative at least three weeks before the final vote is taken.  No amendment may conflict with the constitution or by-laws of the Detroit Federation of Teachers.  By-law changes must be presented to the President for Executive Board approval.
